Optimistic State of the Union
President Barack Obama's State of the Union address this evening is expected to be brimming with optimism. Over the past year, Obama has reached a nuclear deal with Iran, re-launched diplomatic relations with Cuba, secured a global climate pact and an Asia-Pacific trade deal, and negotiated a budget deal with the Republican-led Congress. But the country is less optimistic. Last month's NBC News-Wall Street Journal poll said 7 in 10 Americans see the U.S. heading in the wrong direction.

Dow ruling expected today
A state Supreme Court ruling is expected today on an appeal by a man accused of torturing his girlfriend's 3-year-old son in 2012. Roland Dow says Jessica Linscott should have been barred from testifying that Dow had abused her. He is serving a 25 1/2-to-67 year prison sentence.

Committee to discuss carbon  monoxide detectors
A legislative committee is taking up a proposal that would provide more flexibility in making carbon monoxide detectors mandatory in more buildings. Current state law requires carbon monoxide detectors to use either 10-year batteries or to be connected to electrical service. A proposal would ease the requirement of a 10-year battery in certain cases.
