Former Dover City Councilor Michael Weeden will not face criminal charges for the accident in December that claimed the life of a Somersworth man.Strafford County Attorney Tom Velardi says there is no evidence that Weeden was impaired, speeding or distracted by an electronic device when his car crossed the center line on 6th Street in Dover on the morning of December 2nd, striking a vehicle driven by 87 year old Martin Carignan of Somersworth. Carignan died of his injuries the following day.  Weeden told police he was fastening his seat belt which caused his car to swerve left into the oncoming lane.
