There is nothing more heartbreaking than reading a story about animal abuse and this one is no exception.

Roger Pelletier of Portsmouth admitted that he tried to break the neck of his neighbor's dog because it was barking too much, according to the Seacoast Online. He claimed that the dog had been barking for months and nobody was helping solve this problem.

He reportedly barged into his neighbor's apartment and grabbed the Shih Tzu, named Oreo, after pushing the owner aside. Pelletier, who works part-time as a Salvation Army bell ringer, has been charged with cruelty to an animal, burglary and a misdemeanor count of simple assault.
