(Concord, NH) - The Giffords Law Center issued its annual scorecard for all 50 states and half of them got failing grades.

New Hampshire was cited for enacting laws allowing residents to carry pistols or revolvers open or concealed without a permit. The center also says NH lacks basic gun safety policies such as background checks for gun shows, on the internet or in private sales.

Maine and Vermont also got an "F" grades, but Massachusetts got an "A-".

Massachusetts is listed among the states with the strongest gun laws and lowest gun death rates in the country.
