It's been three weeks since 21-year-old Portland, Maine resident Samuel Mugisha has been seen.

Samuel Mugisha Missing

Earlier this month, the Portland Police Department officially put out a Silver Alert for 21-year-old Samuel Mugisha, who was last seen leaving his home on Auburn Street in Portland Friday morning, November 4, around 8a.

According to Portland PD, at the time he was reported missing, Samuel was last seen wearing a brown khaki hoodie, brown khaki pants, and brown leather dress shoes. He stands 5'11" tall and weighs around 200 pounds with short black hair, brown eyes, and facial hair on his chin.

Samuel Mugisha Spotted in Rockport

About a week and a half ago, Portland Police released an update on their Instagram page that Samuel had been spotted in the Rockport area around 8:30p on Friday, November 11. The tip phoned into the Portland PD was that Samuel was seen hitchhiking.

The description of what Samuel was wearing had changed since the original missing report. While seen hitchhiking in the Rockport area, Samuel was reportedly seen wearing jeans and a white t-shirt with "some sort or vest over the t-shirt."

The tip called into police mentioned that Samuel could've possibly entered a light colored pickup truck while hitchhiking that was heading north up Route 90.

According to WGME, Samuel's cousin (whom he lives with in Portland) mentioned that he had been battling mental health issues recently and not only left his home originally on November 4 without his wallet and cell phone, but also without his medication -- which was the major concern from family members.
