The first snowstorm always throws New Englanders in a tizzy.

You see snow on your car and driveway for the first time and you panic - how do I drive in the snow? Is it too bad to drive?

Meanwhile, come early March New Englanders will be driving in a full-on nor'easter...but not the first storm. The first storm causes some unknown and panic - like we were not expecting it for some reason.

A video is being spread around social media of a multiple-car pile-up near the bottom of a snow-covered road in Worcester, Massachusetts.

You will see multiple cars spin out as they lose control coming down the hill.

When I first saw the video I thought to myself...rookie drivers. Or at least...first snowstorm of the year forgetfulness.

Then I saw some of the Instagram comments that made me second guess my judgment. The top comment referenced how the roads should have been salted or cleared off better.

And that made me wonder. Who is at fault here?

Out towns and cities do the best they can with keeping up with storms. I mean it sounds torturous to me to plow all storm, then go do another area, then go back to the plowed area to redo it.

But that's what they have to do to keep the roads safe.

So rewatch the video and evaluate for yourself.

Was this pile-up on the town's lack of salting/road treatment? Or were the drivers jerking the wheel? Coming down too fast? Not using snow tires?
