According to the CPSC website (Consumer Product Safety Commission), the recall is due to a possible choking hazard. 

Playtex, which is based in Connecticut has issued the recall of some 3.6 million children's plates and bowls. According to a report by the CPSC, the recall is because the layer of clear plastic that covers the graphics on the toys can peel and/or bubble which could pose a choking hazard to children.

The products made by Playtex, which is based in Connecticut, were sold at stores such as Babies“R”Us, Target and Walmart. They were also sold online at Amazon.com between October 2009 and August 2017. The price was approximately $2.50 for a single plate or bowl and $15 for a Mealtime set.
