US-Cuba talks begin
The highest-level U.S. delegation to Cuba in decades begins two days of negotiations. Today the delegation will discuss continuing by both sides to promote what the State Department calls "safe, legal and orderly migration." That covers everything from the security of charter flights between Miami and Havana to rooting out fraudulent passports and partnering on potential search-and-rescue missions. Tomorrow's talks focus on re-establishing a U.S. Embassy in Havana headed by an ambassador, and a Cuban Embassy in Washington.

NH community college system official interested in proposal
The chancellor of the Community College System of New Hampshire says he's interested in President Barack Obama's proposal offering two years of free community or technical college, as discussed in his State of the Union address. Ross Gittell of the Community College System says workers with an associate's degree earn 28 percent more on average than those with just a high school diploma.

Portland man pleads guilty to child pornography charges
A 20-year-old Portland man who video recorded children using public bathrooms has pleaded guilty to child pornography charges. Federal prosecutors say Anthony Thea faces up to 20 years in prison at sentencing after entering his guilty plea Tuesday in U.S. District Court in Portland.
