I thought the new bridge from Dover into Newington/Portsmouth was supposed to FIX this problem?

I left the New Hampshire Seacoast area five years ago.  When I left they had just begun to break ground for a new bridge to relieve congestion on the General Sullivan Bridge from Dover to the Newington/ Portsmouth area. I remember thinking 'PERFECT, just in time for me to leave!'

Fast forward to five years (and a few cities) later to my triumphant return to the New Hampshire Seacoast and WOKQ!  Much to my surprise, the traffic is still here.  All these years later.

Don't get me wrong, it seems like they did a lot of work....but FIVE YEARS?!?!?  Wow! You guys have suffered all this time? In five years all they seem to have accomplished was to put in a few overpasses, move some on-ramps and off-ramps and add a bridge (but not without closing the other existing side of said bridge) and there is still traffic.

Now I'm no civil engineer by any means, but five years? Really?  I was so excited to come back here to a new traffic flow around rush hour.  Cars flowing freely, people getting where they need to be on time.  Instead I was welcomed with what you see in the photo (in a car going about 10 MPH.)  Break lights and construction signs........
